Brigadier General Francis L. “Fran” Hendricks is the Deputy Commanding General, Army and Air Force Exchange Service, Dallas, Texas.  AAFES is the 38th largest retail company in the United States, with revenue of around $9 billion per year.  It employs more than 45,000 civilians and provides department stores, convenience stores, gas stations, restaurants, theaters, vending and other businesses on military installations in 49 States and 34 Countries.  AAFES is a non-appropriated fund instrumentality and operates as a Soldier and Airman owned co-op, with 98 percent of its budget generated from sales.  AAFES currently operates more than 50 stores in the Southwest Asia area of  responsibility, with 29 stores in Iraq.

Brigadier General Hendricks was born in Edmonton, Canada, and graduated from Jersey Shore Area High School, Jersey Shore, PA, in 1974.  He earned Bachelors of Arts degrees in Criminal Justice Administration and Political Science from Mansfield State College in 1979 and a Masters of Science degree in Systems Management from the University of Southern California in 1984.  He entered the Air Force in April 1980 with a commission from the Officer Training School, Lackland AFB, Texas.  In addition to serving in a wide variety of assignments at wing, air division, major command, unified command, and headquarters Air Force, he commanded the Air Fore Element, Headquarters, United States Special Operations Command, the 355th Support Group, and the 96th Air Base Wing.  His key staff positions include Executive Officer to the Commander, Air Education and Training Command, and Senior Military Assistant to the Acting Secretary of the Air Force.  Before assuming his current position, Brigadier General Hendricks served as Study Director, Sierra Bravo, Defense Advanced Research Projects Agency.  In this capacity, he led a Secretary of the Air Force directed study focused on designing the air base of the future.
