LABORATORY TEST METHOD NO. H-8

TOY SAFETY

1. PURPOSE:

Identify potential hazards in toys and other articles intended for use by children of various age groups in normal and abusive use.

2. PRINCIPLE:

Specimens are tested using various test methods appropriate to toy and age of child per CPSC Guidelines.

3. REFERENCES:

ASTM F963-03 Toy Safety, and CFR 1500, Federal Hazardous Substance Act.

4. APPARATUS AND MATERIALS:

4.1 Small parts cylinder. 

4.2 Sharp edge tester. 

4.3 Rattle test fixture. 

4.4 Sharp point tester. 

4.5 Bite test clamp. 

4.5 Additional equipment as needed.

5. PROCEDURE:

5.1 Determine if age labeling is appropriate for intended age range. (Annex A1 of ASTM F963-03) 

5.2 Evaluate packaging. (Annex A2 of ASTM F963-03) 

5.3 Determine appropriate tests according to type of toy and age of child. Proceed with testing as listed in ASTM F963-03.

6. EVALUATION:

Observe and note the performance of the specimen tested for each appropriate characteristic.

7. REPORT

Report the results in terms of whether the specimen tested meets or fails to meet the requirement(s) for each characteristic tested.
