The Exchange Test Method
LABORATORY TEST METHOD NO. H-14: ELECTRICAL PERSONAL GROOMING APPLIANCES

PURPOSE:
To evaluate the safety, workmanship, and performance characteristics of electrical personal grooming appliances.

PRINCIPLE:
An appliance is tested in accordance with UL Standard #859, Standard for Safety, Electrical Personal Grooming Appliances, for safety. The appliance is also tested for overall performance, as well as, clarity and accuracy of the instructions.

APPARATUS AND MATERIALS:
- 4.1 Leakage current meter -Simpson Model 229-2, or equivalent.
- 4.2 Sinusoidal voltage output transformer -Slaughter Model 105-5OW, or equivalent.
- 4.3 Temperature sensor probes with digital read-out -Omega Model 199, or equivalent.
- 4.4 11.3 kg (25 lbs) standard weight
- 4.5 Stainless steel pan, 35.5 cm (14 in.) wide, 40.6 cm (16 in.) long, and 20.3 cm (8 in.) deep

PROCEDURE:
- 5.1 Item is to be tested ''as is". Visually verify that the UL listing number, voltage and amp or watt rating is permanently affixed to the item itself. Also, that all care instructions and safety warnings are provided.
- 5.2 User maintenance instructions: Ref: UL 859-63.0 through 64.6 examine and determine the clarity of the instructions as it pertains to the proper care and safe use of item by user.
- 5.3 Important safety instructions: Ref: UL 859-63.0 through 64.6.Verify the required letter height and the letter type on all safety and warning instructions.
- 5.4 Normal temperature test: Ref: UL 859-39.1 through 39.2. Attach temperature sensor to the heating section. Turn sample "on" and note the time and maximum temperature rise on the initial pre-heat cycle. Leaving the sample "on", continue to note minimum and maximum temperatures during the thermal protection on/off cycling periods. Allow at least 15 cycling periods. Measure temperatures on the handle, collar and clip release at the same time with a second temperature sensor.
- 5.5 Strain Relief: Ref: UL 859-43.1 through 43.2. This test method determines the internal and external secureness of the attached power cord.
- 5.6 Dielectric voltage withstand test: Ref: UL 859-40.1 through 40.3 to determine the electrical insulation breakdown capacity by introducing a high voltage sinusoidal wave form through the circuits.
- 5.7 Leakage Current: Ref: UL 859-33.1 through 33.4. To detect any leakage current above 0.5 milliamperes that could product a potentially dangerous shock hazard to the user.
- 5.8 Immersion Protection: Ref: UL 859-22.1 through 22.8 and 35.1 to 35.8. To determine the ability of the item to prevent, by automatically shutting off when dropped in water, any serious injury or electrocution of the user.
- 5.9 Floor Drop Test: Ref: UL 859-41.21 through 41.22 to determine the ability of the item to absorb abuse and continue to operate safety for the user.

REPORT
Report the test results in terms of whether the appliance tested meets or fails to meet (pass/fail) the respective UL requirements. Also report performance under actual use test, as well as, clarity and accuracy of the instructions.
