| 1. GENERAL |

a. |
The Exchange Consolidated Club (hereafter called the Skyline Club) is operated IAW AFI 34-228. The club will operate as a DoD instrumentality, with all immunities and privileges associated with that designation. |

b. |
House rules control and define membership, privileges, attendance, conduct and dress. Rules will be recommended by the Club Advisory Board, reviewed by the Club Manager and approved by the Chief of Staff. House rules will be posted. Members are encouraged to abide by and enforce house rules in order to insure an amicable and cordial atmosphere throughout the Club. |

c. |
The objective of the Club is to provide the facilities, equipment and/or services within available resources to conduct protocol, recreational and social activities for members. as well as, make a profit.

| 2. PRIORITY FOR FACILITY USE |

| 3. MEMBERSHIP |
|
a. |
Membership is voluntary and is IAW AFI 34-128, par 1.3, 1.4, 1.5 and 1.6. |
|
b. |
Active membership is open to all military personnel, AAFES Associates and AAFES Contactors. All Military Personnel and full time active Federal employees' not assigned to AAFES are eligible for active membership if they are not assigned to a military base. Active members are entitled to participate and are eligible to vote on club matters through the Club Advisory Council. Membership is also open to retired AAFES employees in the categories listed above, retired offices and NCO's officer reservists and retired Federal Employees. For all categories of eligibility the club must be the closest club to their residence or their place of employment of purposes of memberships. Non-members who are eligible for membership in the club ay not attend as guests unless attending a private function of a club member. |

c. |
Honorary membership maybe extended to the waiting spouse of prisoners of war of missing in action personnel, individuals who have distinguished themselves in direct association with the DoD components, recipients of the Medal of Honor, honorable discharge veterans with 100% disability and their surviving spouses. Request for honorary membership will be approved by Chief of Staff and reviewed annually. |

d. |
Former club members, who are no longer eligible for membership and who resigned or were terminated without clearing their accounts, are ineligible to be guests. Members are subject to suspension or termination of club membership for non-payment/outstanding debt, determined by the Chief of Staff.

| 4. PRIVILEGES |
|
a. |
Members are entitled to have bonafide guests (persons who are not entitled to membership in their own right), for any function except those which are advertised "For Members Only". |
|
|
b. |
Members are entitled to cash checks in the amount up to $25.00. If sufficient cash is available, the Club Manager or designated representative may approve checks for amounts greater than $25.00. A $15.00 fee will be charged for all checks returned for insufficient funds. |
|
|
c. |
Members are authorized to charge the cost of food and/or beverages to their club membership cards.
|
| 5. ATTENDANCE |
|
a. |
Members are required to present membership cards whenever requested by assigned club personnel. Personnel cannot use club facilities or receive discounts without proper credentials. |
|
|
b. |
Personnel 18 years and younger are not allowed in the club unless accompanied by adult supervision or approved by the club manager.. |
|
|
c. |
Personnel below the legal age for alcohol consumption (according to local/state law) will not be served any alcoholic beverages. |
|
|
d. |
The premises will be promptly vacated by all personnel whenever directed by the manager or his representative.
|
|
| 6. CONDUCT |
|
a. |
Club management personnel have the right to refuse service of food and beverages to any person whose conduct or state of sobriety, in the sole discretion of the management personnel, is disruptive to good order in the Club or may cause discredit to the Club. |
|
|
b. |
Members are responsible for their own conduct and the conduct of their guests. |
|
|
c. |
Members who cause willful, careless, or negligent misuse, damage, or destruction to any property are liable for the cost of such damage or destruction. These members are also subject to suspension of club membership, as determined by the Chief of Staff. |
|
|
d. |
Food and beverages, with the exception of items for special events, i.e., wedding cake (approved by manager), are not permitted to be brought into the Club. Alcoholic beverages will not be removed from the club.
|
|
| 7. DRESS |
|
a. |
Military uniforms will be worn in strict compliance with the respective service's uniform regulations. |
|
|
b. |
Unless otherwise specified for a protocol function, dress will be in good taste. Clothing with obscene or profane words or drawings (as determined by manager) will not be worn.
|
|
| 8. HOURS OF OPERATION |
|
a. |
Normal hours of operations: |
|
|
1030-1330 Monday - Friday for Lunch
1530-2100 Friday for Bar Operations
(bar hours may vary with patron support) |
|
b. |
Official and special functions may occasionally preempt normal operating hours. Appropriate advance notice will be given in these situations. |
|
|
c. |
The club may be closed at the discretion of the club official on duty if lack of business warrants. |
|
9. ADVERTISING/PROMOTIONS |
|
a. |
Club members and family members are entitled to a $1.00 discount at lunch for the meals and beverages when the ticket totals $4.00 or more. Club card must be shown. |
|
10. PRIVATE FUNCTIONS |
|
a. |
Ten working days advance notice to the Club Manager is required to ensure proper planning. |
|
|
b. |
Cost for private functions are billed to the Club member/person who booked the function. |
|
|
c. |
The cost for the event is due 72hrs in advance. |
|
11 . CLUB ADVISORY BOARD |
|
a. |
The club will have an Advisory Board IAW AFI 34- 20 . |
|
|
b. |
The Advisory Board will meet a minimum of once of a quarter so that members will have a forum to present recommendations. |
|
|
c. |
If you would like to submit your suggestions or ideas through the Advisory committee you may do so by contacting any member of the council directly. |
